This is a message from Neighbourhood Watch.

West Downs

Please keep a lookout for a small light-coloured van registration number PL17 FPG that could be being used for fly tipping. The driver of the vehicle seemed to be taking evasive action when he was seen.

It might be completely innocent but a van being driven along a road that is rarely used and where rubbish is often tipped and turns around when seen should be treated as suspicious.
